PPHC ACQUIRES WPI STRATEGY - D5 CAPITAL ADVISES SHAREHOLDERS OF WPI STRATEGY

(Monday 23rd March 2026: London, UK) – Public Policy Holding Company Inc. (Nasdaq: PPHC; AIM: PPHC), a leading global strategic communications provider, has announced that it has acquired Westminster Policy Partners Limited (“WPI Strategy” or “WPI”), the specialist economics and policy consultancy. WPI will be fully integrated into Pagefield Group, the London based strategic communications and cross‑party public affairs consultancy, that was acquired by PPHC in 2024. The deal is expected to close on or around 1 April 2026.

D5 Capital sourced the transaction and advised the shareholders of WPI Strategy throughout the disposal process.

The combination brings together Pagefield’s integrated communications, public affairs and digital offer with WPI’s market‑leading economics and policy advisory capability, significantly expanding Pagefield’s depth in research‑driven advocacy. Together, Pagefield and WPI will comprise a client‑facing team of more than 60 people. WPI intends to trade under its existing brand, operating as Pagefield’s specialist economics and policy consulting unit.

WPI Strategy was founded in 2014 by Nick Faith and Sean Worth and is recognised for its rigorous, research‑led approach to policy advocacy. Its offer combines communications and policy advice with an industry‑leading in‑house economics capability, led by Martin Beck, former Chief Economic Adviser to the EY ITEM Club. The firm produces high‑quality research and due diligence to support clients’ commercial and reputational objectives, with a client roster that includes AbbVie, Bupa, Cisco, London City Airport, Microsoft, Pension Insurance Corporation and VodafoneThree.

In 2025, WPI was named “Consultancy of the Year” by City AM, and the team was also recognised by PR Week for its role advising on the merger of Vodafone and Three. WPI has also added new talent to their team already in 2026.

As part of the combination, Nick Faith and Sean Worth will join Pagefield’s Senior Leadership Team, and all WPI staff and advisers will transition to become employees of Pagefield Group.

The transaction follows Pagefield’s own acquisition by PPHC in mid‑2024 and reflects continued investment by the global strategic communications group in specialist firms across major political and policy centres. The acquisition of WPI by PPHC is the group’s first since its public listing on Nasdaq in January 2026.
